[The following appeal from the newly emerging country, Ukraine,
is published with the hope that perhaps some readers might be
able to help their double reed brethren in their slow movement
toward democratic change.]
Dear colleagues - musicians, teachers, professors, students, presidents
of musical firms and factories and all people of good will,
We appeal to all of you from the democratic world.
Ukraine became independent only two years ago. About 75 years
out state was under the communist regime, which ruined our Ukrainian
intelligence and brought to end our state, which was under the
Tsar oppression from 1654 till 1990.
We, Ukrainian musicians, do not have any information about the
development of the music culture in the West. Besides, because
of the fact that we do not have international currency, we do
not have a possibility to spread our musical and professional
contacts with the musicians abroad.
Of course, some Western countries help Russia, Ukraine, and some
other countries from the former USSR. But we do not feel this
help and can't develop our musical culture according to the international
standard.
1. We do not have contacts with the Western professional musical
school, because we do not have currency, and do not have money
to pay for training abroad.
2. Our musicians can't visit any international music conference.
For example, in August 1992, 1 have to visit Germany. I.D.R.S.
sent me an invitation to visit an international conference. I
have to read a lecture there, but I did not go to the conference,
because of the lack of dollars.
3. Our students do not have possibility to take part in the international
competitions.
4. We do not have contacts with the best musicians all over the
world.
5. We do not have good factories to produce music instruments.
Our students play the 17-18 centuries instruments. / German system/.
6. We do not have shops to repair our musical instruments.
7. We want your firms to sell instruments in Ukraine.
8. We want to open common enterprises and to have business contacts
with you.
9. We shall have our Ukrainian currency only in 1992-1993. It
will have a price of international currency and we shall have
a possibility to get in touch with you.
10. Your production will have a good market in Ukraine. For information:
there are many musical institutes in Ukraine.

Riggins, for all the journals we received from them.
24. We do not have paper enough to publish our musical and methodical
literature.
25. We inform you that all tools for music instruments you have
sent us were rated (taxed, ED.) by a government duty. It is better
not to put a price.
26. Can we send some young specialists to study abroad? What do
we need for that?
27. It will be good for us to have Western firms in Ukraine.
28. We are interested to have business contacts with you.
29. For spreading our business contacts in the future we can invite
you to visit Ukraine.
Dear colleagues, I write you about the situation of the woodwind
musicians in Ukraine. We need your help if we want to have good
musicians and a good European musical school. If you only can
and have wish to help us, please, send small financial help for
us. But you can't send your contribution strictly to Ukraine.
I am afraid that they will not be received by us. Many communist
structures remain yet. I send you two address of my relatives
in the United States and Poland. You can send your contributions
to their addresses, and they will give them for our musical wood-wind
association. We need badly your help to solve the problems we
have.

very kind. But that is not our fault that now we are in such difficult
conditions.
