President's Message



Our meeting in Columbus promises to be another success in our long line of successful meetings! Professor William Baker, our host at Ohio State University has created another exciting line up of performances which will leave us feeling quite satisfied to have attended. His report is elsewhere in this newsletter and I recommend that you begin making plans NOW to attend!

To those of you who have never attended one of our meetings, let me say that it is WORTH a bit of extra effort to attend. I know that many of us have actually used part of our vacation or begged off from school in order to attend. I believe that many of you simply have no idea of just how enjoyable these meetings really are. The recitals, concerts, and clinics are not just good--they are SUPER! The fellowship of others who share the joys and the sorrows of the double reeds is a truly great experience. l will never forget the first time l looked around at some 200 people and realized that EVERY ONE of them was a double reed player! THEY UNDERSTOOD! I come away from every meeting with batteries recharged-ready to face again the mundane world of non-practicing students and bad reeds. Folks, most of us are within a reasonable distance of Columbus. Let's all plan to attend. Let's make this meeting the best attended meeting ever!

For those who may be thinking of inviting us to your campus for our 1982 meeting, I refer you to the March 1978 "The Double Reed" which contains a simplified guide for prospective hosts. I would add that we can NOT consider an invitation unless it is accompanied by an official letter from the proper school authority. The executive board will consider all invitations but no decision is necessarily made at the meeting. Since we have not yet met in the East, I particularly invite inquiries from schools in that area.

This is the first publication of 1979! I am proud of our Society, its officers, members, and especially its editors. Dan and Gerry have done a really remarkable job and deserve our thanks. For awhile there when we had publication problems, we had to remind members that our editors were professional musicians who HAD to put the publications second. Yet here we are publishing ON TIME and publishing beautiful works of art. BUT-- the best is yet to come! Our editors have agreed to present a special recital at our Columbus meeting, so all of you who have so thoroughly enjoyed their publication efforts will now have the opportunity to hear them in their professional capacity. I am looking forward to this recital and know that all of us will enjoy it tremendously.

The Society has real NEED of an attorney to volunteer services to help us acquire the I.R.S. rating status of 501 (c) 3.1 have the files from our 501 (c) 6 rate, but I NEED HELP!

The following report is the culmination of efforts by several different committees over the past few years. These changes are needed in order to clarify the constitution in relation to current practice.

All of these proposed changes fall into the following three catagories:

Noah Knepper and his committee have done an excellent job and I thank them for their work. I strongly recommend the adoption of the changes as proposed in their report.

Proposed Changes in IDRS Constitution (1979)

(This report is a compilation of the work of several groups of members over the past year.)

Some changes need to be made in the Constitution of the Society as accepted in 1974 in order to make the wording of the Constitution fit the current practice of the Society.

These changes involve:

Explanation of the changes:

The Society at present elects (at annual meetings) a Vice-President who conducts liaison with business firms concerning displays at the Conventions, ads for the "Double Reed" etc. This office has been dubbed the 2nd Vice-President, necessitating the title of 1st Vice-President for the person holding position formerly called Vice-President.

There has been no need found for both a Recording Secretary and a Corresponding Secretary, thus the title needs to be changed to Secretary eliminating one position.

Discussions of the positions from one to two years, retaining the maximum of four consecutive years in office. The Immediate Past President should become a member of the Executive Committee.

On the left below will be the part of the Current Document which needs to be changed, and on the right will be the changes that are to be voted upon.

ARTICLE VI--Officers (p. 4 1974 Journal)

Section 1.
The officers of the Society shall be President, Vice-President, Recording Secretary, Corresponding Secretary, Treasurer, and Editor of Publications. All of them except the Editor of Publications shall be elected by ballot from among the membership. These officers shall hold office for one year with the possibility of succession to a maximum of four consecutive years.

Changes to be made
(delete the underlined words and substitute as below so Section 1 reads:)

The officers of the Society shall be President, 1st Vice-President, 2nd Vice-President, Secretary, Immediate Past President, Treasurer and Editor s) of Publications. All of them except the Editor s) of Publications shall be elected by ballot from among the membership. These officers shall hold office for two years with the possibility of succession to a maximum of four consecutive years.


Section 3 (p. 5 1974 Journal)

The 1st sentence needs no changing.

Sentence #2.
If a vacancy occurs the President with the consent of the Executive Board, shall appoint an interim officer.

Changes to be made

Sentence #2.

Replace the underlined word "Board" with "Committee" (to agree with other references to the Executive Committee), and remove period after office adding the following to the existing sentence (#2) "to serve until the next general meeting. Should the vacancy occur in a non-election year, a special election will be held (at the general meeting) to fill the office for the remaining year of the term."


Section 4 (p. 5 1974 Journal)

The duties of the officers are:

(a) The President (and in his absence, the Vice-President ) shall preside at all meetings of the Society, he shall be the chief executive officer of the Society and a member "ex-officio" of all standing and special committees. He shall engage necessary secretarial assistance. He shall have the power to fill vacancies on all committees.

(b) The Vice-President shall act in the absence of the President, etc.

(c) The Recording Secretary shall be responsible, etc.

(c) (The same as above but now will be numbered section (d). The Recording Secretary shall be responsible for recording the proceedings of all general meetings of the Society, and presentation of these minutes to the following meeting.

(d) The Corresponding Secretary shall be responsible,

(e) The Treasurer shall be responsible for maintaining the financial records of the Society. He shall be the only officer. etc.

Changes to be made

Delete underlined words and substitute as shown.

(a) The President (and in his absence the "1st Vice-President") shall preside at all meetings of the Society, shall be the chief executive officer of the Society, shall be an "ex-officio" member of all standing and special committees with the power to fill vacancies on all committees. The President shall engage necessary secretarial assistance.

(b) Replace underlined word so it reads: "The 1st Vice-President shall act, etc."

(c) Re-number this section to be (d) to make room for the following statement of duties of 2nd Vice-President.

(c) The 2nd Vice-President shall act as business liaison for the Society.

(d) Delete word "Recording" so the office is known as Secretary and add to the sentence the duties of the Corresponding Secretary so the sentence reads: "--to the following general meeting and shall be responsible for the correspondence of the Society."

Delete this section (d) since the office no longer exists and a new section (d), above, has replaced it.

(e) Delete underlined period and word "He", substitute word "and". The sentence will now read: "--- the financial records of the Society and shall be the only officer, etc."

(f) A new section:
The Immediate Past President shall act in an advisory capacity to the Executive Committee and accept other assignments as requested by the President.


ARTICLE VI--Committees

Section 1

Current document

The President of the Society shall appoint any other committees as needed and shall be himself an "ex-officio" member of all committees. He may change or remove members, etc.

Changes to be made

Delete words underlined and add a comma so the sentence reads: "-- as needed and shall be an "ex-officio" member of all committees, may change or remove members and dissolve such committees."


Section 2

Current document

(Second sentence). The Librarian may select a staff to assist him in the work and operation of the library.

Changes to be made

Delete the underlined word "him".


ARTICLE IX--Publications

Current document

The publications of the Society shall include an official scholarly Journal to be published annually a newsletter for oboists and a newsletter for bassoonists. The publications are the responsibility of the Editor of Publications, staff personnel appointed by him and the Librarian of the Society as a source of assistance to the Editor.

Changes to be made

This section is rewritten to take care of the underlined words.

The publications of the Society shall include an official scholarly Journal to be published annually and Newsletters. The publications are the responsibility of the Editor(s) of Publications, staff personnel appointed by the Editor(s) and the Librarian of the Society as a source of assistance to the Editor(s).
